India’s national government appears to have come out strongly against the captivity industry by requesting that no new dolphinaria are to be built in the country.

The Animal Welfare Board of India, which works under the guidance of India’s Ministry of Environment and Forests, has advised state governments that permission for dolphinariums should not be given as they pose a grave health risk to the whales and dolphins, and because of the increase in death rates amongst them in captivity. 

Kochi, Sindhudurg and possibly Mumbai have all hinted at setting up captivity facilities.
